6 Best SEO Proposal Software Tools in 2026
SEO proposal software turns a pitch into a signed, paid agreement: a template, pricing, e-signature and often payment collection in one link. As of October 2026, Better Proposals is the cheapest entry ($13 a month billed annually, 10 sends a month), PandaDoc is the most common all-rounder ($19 a month billed annually on Starter, with payments and CRM sync on Business at $49 a seat), Proposify and Qwilr suit sales teams (both from $35 a user a month billed annually), and Bonsai bundles proposals with contracts, invoices and a client portal from $19. All five publish an SEO proposal template. AgencyAnalytics is different: it builds the data part of a pitch from rankings and backlinks but is not a signing tool.

Prices, limits and templates below come from each vendor's own pricing and template pages, checked on 12 October 2026, in US dollars before tax. They are 'as of October 2026'. Where a page contradicts itself we say so rather than pick one figure.
What an SEO proposal needs
An SEO proposal has two halves. The evidence half shows the prospect where they stand: rankings, traffic, technical issues, competitors and, increasingly, what AI assistants say about them. The commercial half sets out scope, deliverables, retainer price and terms, and gets a signature. Proposal software handles the commercial half well; the evidence usually comes from your SEO suite or audit tool and is pasted or embedded in.
- A reusable SEO template with sections for audit findings, strategy, deliverables and pricing.
- Pricing tables with optional add-ons, so a prospect can pick a tier.
- Legally binding e-signature, so you do not export to a second tool.
- Payment collection for the first month or a setup fee.
- Open and view tracking, so you know when to follow up.
- CRM sync, if you run a pipeline in HubSpot, Pipedrive or Salesforce.

The tools, one by one
Better Proposals: lowest entry price
Starter is $13 a month billed annually ($19 monthly) for one seat and 10 sends a month; Premium is $21 ($29) with 50 sends; Enterprise is $42 ($49) per user with unlimited sends. Every plan includes legally binding e-signatures, and payments run through Stripe, GoCardless or PayPal. CRM integrations start on Premium, with advanced HubSpot and Salesforce integrations on Enterprise. Better Proposals publishes both an SEO proposal template and a local SEO proposal template. 14-day trial without a card. Best for: freelancers and small agencies sending a handful of proposals a month. Limit: Starter's 10 sends a month is tight for an agency in active new-business mode.
PandaDoc: the all-rounder
Starter is $19 a month billed annually ($35 monthly), with unlimited uploads and e-signatures and up to 5 templates. Business is $49 a seat a month billed annually ($65 monthly) and adds unlimited templates, payment collection, pricing tables and CRM integrations. PandaDoc's free plan is described two ways on the same page: 60 documents a year on the plan card and a shared limit of 5 a month in the comparison table. It publishes an SEO proposal template and an SEO proposal presentation template. 14-day trial. Best for: agencies that want proposals, quotes and contracts in one widely used tool. Limit: pricing tables, payments and CRM sync all need Business.
Proposify: for a sales team
Build is $35 a user a month billed annually, or $49 a month billed quarterly. Grow is $325 a month billed annually with 5 seats, and Scale $1,066 a month billed annually with 10 seats. E-signatures are on every plan and payments run through Stripe. The 14-day trial without a card applies to Build; Grow and Scale start with a demo. Proposify publishes an SEO proposal template. Best for: agencies with a dedicated new-business team sending proposals every week. Limit: the jump from Build to Grow is large, and the team plans are annual only.
Qwilr: web-page proposals
Qwilr proposals are interactive web pages rather than documents. Starter is $35 a user a month billed annually ($49 monthly) with e-sign, analytics, QwilrPay and HubSpot, Zoho and Pipedrive integrations; Growth is $275 a month for 5 users and Scale $750 for 10 users, both annual only, with Salesforce on Scale. Qwilr charges a QwilrPay fee of 0.09% per transaction on Starter and 0% on Growth and Scale, on top of Stripe's processing fees. 14-day trial without a card, and an SEO proposal template. Best for: agencies that want a proposal that reads like a landing page and tracks who viewed which section. Limit: team plans are annual only.
Bonsai: proposals inside a client-business tool
Bonsai bundles CRM, proposals, contracts, invoices and a client portal. Proposals, contracts, payments, forms and scheduling start on Essentials at $19 a user a month billed annually ($25 monthly); Basic at $9 ($15) does not include them. Premium is $29 ($39) and Elite $49 ($59) with a 3-user minimum. Bonsai publishes an SEO proposal template, which its page says comes with e-signature built in. 7-day trial. Best for: freelancers who want one tool from proposal to invoice. Limit: it is broader than proposals, so teams that already run a CRM may pay for features they do not use.
AgencyAnalytics: the evidence half
AgencyAnalytics is a client reporting platform, not proposal software, but it covers the evidence half of a pitch. Its help center describes a lead generation report template that pulls Rank Tracker and Majestic backlink data for a prospect and can be shared by email, PDF or link, and it publishes an SEO proposal template. Pricing is $20 per client a month billed annually; a template page also states $25 per client a month, which we read as the monthly price. 14-day trial without a card. Best for: agencies that already report in AgencyAnalytics and want the pitch to look like the reports the client will get. Limit: no e-signature or payment collection is listed, so pair it with one of the tools above.
What about audit-led pitches?
Many agencies open with a free audit rather than a proposal. SE Ranking's Agency Pack ($69 a month, annual billing only) includes an embeddable lead generator that runs an audit for a visitor on your site; SE Ranking's own pages give different limits for it (up to 100 emails a month on the Agency Pack page, 10 free leads a day on the lead generation page). For the other audit-first options, see our SEO audit tools for agencies comparison.
A newer section in many SEO proposals is AI search: whether ChatGPT, Gemini, Perplexity and other assistants name the prospect when buyers ask about the category, and who they name instead. Fenn can produce that evidence for a prospect's site: it asks ChatGPT, Claude, Gemini, Perplexity and Grok a set of buyer questions and reports share of answers, competitors and cited sources, which you can copy, print or export to CSV. Fenn's reports are not white-labelled and it is not a proposal or e-signature tool, so the numbers go into the proposal built in one of the tools above. Plans start at $29 a month, set up after a demo.
A simple SEO proposal structure
- Summary: the prospect's goal in their words, and the one-paragraph plan.
- Where they stand: rankings, traffic trend, top technical issues, and what AI assistants say about them.
- Competitors: who wins the queries and answers they want, and why.
- Scope: deliverables per month, what is excluded, and what you need from the client.
- Pricing: tiers in a table, with optional add-ons.
- Terms and signature, with the first payment collected on signing if the tool supports it.
How to choose
- Count proposals per month. Send caps (Better Proposals Starter) and document caps (PandaDoc's free plan) decide the real tier.
- If you want to collect the first payment on signing, check which plan includes payments; at PandaDoc it is Business.
- If a CRM runs your pipeline, confirm the integration is on the plan you will buy.
- Build one real SEO proposal in the trial, send it to a colleague, sign it and pay a test invoice before deciding.
FAQ
What is the best SEO proposal software?
As of October 2026, PandaDoc is the most complete general option once you are on Business ($49 a seat billed annually), Better Proposals is the cheapest way in ($13 a month billed annually), and Qwilr suits agencies that want web-page proposals with view tracking. All publish SEO proposal templates.
Is there free SEO proposal software?
PandaDoc has a free plan with a small monthly or yearly document allowance and up to 5 templates. The others offer trials of 7 to 14 days rather than a free plan.
Can I collect payment when the client signs?
Yes with Better Proposals (Stripe, GoCardless, PayPal), Qwilr (QwilrPay), Proposify (Stripe), Bonsai and PandaDoc Business. AgencyAnalytics does not list payment collection.
What should an SEO proposal include?
A summary of the goal, where the site stands today, competitors, scope and deliverables, pricing tiers and terms with a signature. Adding a short AI-search section, showing which brands assistants name for the prospect's category, is now common.
